WCDCC's mission is to foster an engaged and unified Washington County Democratic Party that inspires and empowers grassroots civic participation in an equitable, ethical, and knowledgeable form of self-governance. Our vision is to recruit and support Democrats getting elected in Washington County by building a targeted strategic organizational party structure.

The Central Committee is the governing body of the Democratic Party in Washington County, reporting up to the Maryland Democratic Party and the Democratic National Committee. It currently consists of eight members, four men, and four women, who are elected every four years during the state gubernatorial primary elections. The committee is responsible for recruiting and supporting candidates for local offices as well as supporting state and national candidates.

Founded the first AANHPI Voter Outreach and Engagement Initiative here in Washington County, a member of MD Dems AAPI DLC, Angela uses her experience working with youth and families in our community to ensure our voices are heard through our votes & help elect the candidates who will represent our values & ideals.

Donnie Souders

The Honorable Donnie Souders, Mayor of Smithsburg was elected to the WCDCC in 2022. He is a past Treasurer for the WCDCC from 2006-2009. Mayor Souders was first elected to the Smithsburg Town Council in 2008 serving as the Vice President of the Council until 2014. He was re-elected to the Smithsburg Town Council in 2016 and 2020. Donnie became the “Acting Mayor” in August of 2021 and was elected to a four-year term as Mayor in 2022. Donnie is 1 of 4 democrats currently serving as Mayor in Washington County.

Treasurer

Delia Zielinski

Delia has been an election volunteer and canvasser for several election cycles and is excited for the opportunity to serve as Treasurer for this Committee. A new transplant to Washington County, Delia is a singer, artist, voice instructor and Wolf Trap Teaching Artist with Arts for Learning Maryland. She is also a volunteer for Hospice of Washington County. Delia loves her adopted city of Hagerstown and is committed to neighborhood and community improvement.
